Road Traffic Management in Lagos and the Role of LASTMA

How the Lagos State Traffic Management Authority (LASTMA) regulates traffic flow and manages intersections across the megacity.

Managing Lagos Traffic: The Role of LASTMA

The LASTMA (Lagos State Traffic Management Authority) is the government agency responsible for regulating road traffic, responding to accidents, and keeping the city moving.

An Agency Created in 2000 to Tame a Traffic Explosion

LASTMA was established in July 2000 to fill the gap left by inadequate traffic regulation in a metropolis whose vehicle fleet was growing faster than its road infrastructure. Its legal mandate has since been strengthened by several instruments, including the 2018 Lagos Transport Sector Reform Law, which defines its powers to intervene on major corridors, intersections, and chronic bottlenecks such as the Third Mainland Bridge or the Lekki-Epe corridor.

Fines, Towing, and Legal Controversy

Lagos's traffic offense schedule lists more than 60 recognized violations, with a minimum penalty of 20,000 NGN payable at a LASTMA office, and higher fines plus possible towing for serious offenses (driving against traffic, phone use while driving, dangerous parking). LASTMA's authority to impose fines and tow vehicles has, however, faced repeated legal challenges: an Ikeja court has ruled more than once that doing so without a prior court order is unconstitutional, a persistent point of friction between Lagos drivers and the agency.

Coordination With Other Mobility Agencies

LASTMA coordinates with the Federal Road Safety Corps (FRSC) on major interstate corridors and with LAMATA on managing dedicated BRT lanes, where encroachment by unauthorized vehicles is one of the most commonly penalized offenses. iLagosCity recommends that drivers, especially newcomers, familiarize themselves with the full list of offenses and penalties on lastma.lagosstate.gov.ng before taking to the road in the metropolis.

A Visible but Contested Presence

Recognizable by their fluorescent yellow vests, LASTMA officers are a daily presence at Lagos's major intersections, particularly in Ikeja, Victoria Island, and Apapa. While their role in easing traffic flow is widely acknowledged, recurring accusations of corruption and disproportionate use of force continue to fuel public debate over reforming the agency, with the Lagos State House of Assembly having repeatedly reviewed proposals to further constrain its powers.
